Description

Contemplated work consists of furnishing all labor, materials and equipment necessary for the construction of a new South Hills 3rd Level Storage Tank Replacement, two identical 0.58-milliongallon (MG) ground level welded steel potable water storage tanks of 67-foot interior diameter and 26-foot 3-inches shell height, including, but not limited to, the following items: Prestressed concrete storage tank demolition; Reinforced concrete foundation; Miscellaneous storage tank appurtenances; Interior and exterior storage tank protective coating systems; Gravel access road and site plaza; Storm and drainage piping and structures; Retaining walls. Fully buried utility vault with seismically actuated butterfly valves; Storage tank feed and drainage piping, including flexible expansion joints at the storage tank; Electrical and instrumentation and controls work. Special minimum experience qualifications apply to portions of this project. Tank Painting Contractors and Storage Tank Contractors who are not already listed as pre-qualified by the Engineer shall submit to the Engineer a Statement of Qualifications complying in form and content to the requirements of the bid documents. The minimum qualifications and submittal requirements are specified in the Contract documents. A Bidders Failure to Attend the Pre-bid Meeting Shall Cause Any Bid Submitted by That Bidder to Be Deemed Non-responsive and the Bid Will Be Returned Unopened. The options for sealed bid proposal packet delivery are as follows: 1) Mail in to the above address and recipient; or 2) Drop off at the above address during business hours and call the recipient at 541-726-2396 to make aware of the delivery. The results will also be posted to the SUB bidding website. The successful Bidder will be notified no sooner than Wednesday, October 5th by 4:00 PM. No proposal will be considered by the Springfield Utility Board unless the bidder agrees to comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the Bidder is a resident Bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the Bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the Bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted. First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the preconstruction meeting. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier's check, or bid bond executed in favor of Springfield Utility Board in an amount not less than 5 percent (5%) of the amount bid. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.
