Description | Background: The GSER Nelder Grove Stewardship IRSC shall be awarded under the following Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014--Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Multiple Awards MAY be made from this solicitation. Work activities have been designed for individual awards, or all awarded to one contractor if determined best to Forest Service. ***Draft versions of the contract are being made to contractors to get familiar with the requirements. Quotes should not be developed based on the draft information.*** NAICS: 115310: Support for Forestry, size standard: $34M Fuels Management . Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The GSER Nelder Grove Stewardship IRSC is in Madera County on the Sierra NF, Bass Lake RD. The project area is 30 minutes northeast of the town of Oakhurst. The project is accessed from Hwy 41 to Skyranch/ 6S10 road. Legal description is T6S R22E, Sections 4, 5, 6, 7, and 9; Mount Diablo Meridian; Madera County, CA. Period of : All work shall be completed by 12/31/2024. Description of Work: The objective of this project is to provide for the long-term survival of Giant Sequoias by reducing the likelihood and effects of high severity wildfire before it occurs in previously unburned or moderately burned Giant Sequoia groves. Proposed urgent treatments include removal of green and dead surface and ladder fuels from Giant Sequoia Groves to prevent Sequoia trees from torching. Emergency fuels treatments include: Cut and pile dead and dying Conifers. Cutting and piling live trees less than 20" DBH. Piling of all activity created and existing fuels. Mastication of brush. Additional work will include road reconstruction and of identified roads in the grove. The estimated price for this work is between $250,000 and $500,000. Estimated Timber Volume and Species composition is as follows, all Timber and Biomass is subject to agreement: Estimated volume for Forest Products in ground-based units: ~2,200 Tons. During solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on May 26th, 2023, at 9:00a.m. PST with a location at Batterson Work Center, 43060 Highway 41, Oakhurst, CA 93644.
