Description

The project includes, but not limited to, removal and installation of ADA concrete ramps, including the adjustment of utilities to grade, removal and construction of curb and gutter, repair of asphalt, thermoplastic/paint striping/markings, sidewalk improvements along Longfellow and all appurtenant work as needed to complete the project per plans and specifications. The engineer's cost estimate for the project is $200,000. License requirement is a valid State of California Contractors License Class A. All sidewalk and access ramp removals shall be replaced within 48 hours. Traffic control plans are required as part of this project to maintain uninterrupted safe vehicular and pedestrian traffic throughout the work areas. The duration of the project is forty (40) working days. All bids must be submitted electronically accessible through the City's Electronically where you must first register as a vendor through electronically. Contract Documents, Plans and Specifications will be available to view and download on electronically. All relevant materials shall be obtained from the link above. Each proposal must be accompanied by a cash deposit, a certified or cashier's check, or a bidder's bond, made payable to the City of Hermosa Beach, in an amount not less than 10 percent of the total bid submitted. The successful bidder will be required to furnish a faithful performance bond in the amount of 100 percent of the contract price, a payment bond in the amount of 100 percent of the contract price, and a warranty bond all in the attached form satisfactory to the City Attorney. The successful bidder will also be required to pay the State of California prevailing wage scale as determined by the Department of Industrial Relations, available at Electronically Pursuant to Section 1770, et. seq., of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. These wage rates are available from the California Department of Industrial Relations' Electronically Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations at the time the contract is awarded. Contractors and subcontractors may find additional information for registering at the Department of Industrial Relations Electronically Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed on a bid proposal for a public works project submitted on or after March 1, 2015, unless registered with the Department of Industrial Relations. Furthermore, all bidders and contractors are hereby notified that no contractor or subcontractor may be awarded, on or after April 1, 2015, a contract for public work on a public works project unless registered with the Department of Industrial Relations. Pursuant to Labor Code section 1771.4, all bidders are hereby notified that this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Also refer to Special Provisions Section 72.6 of this document. Notice of HUD Section 3 Federally Assisted Contract This is a HUD Section 3 Contract, and all Bidders/Proposers must commit to achieving established requirements, including benchmarks, for Section 3 workers and Targeted Section 3 workers to be considered a responsive bidder and eligible for a contract award. The Bidder/Proposer must submit a Declaration of Intent to Comply with Section 3 requirements, including benchmarks, in order to be a responsive bidder/proposer eligible for contract award. The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent A3 feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing. The Bidder/Proposer is required to complete and submit the Declaration of Intent to Comply with Section 3 Requirements Required Contract Forms and Certifications, certifying that they intend to comply with the Section 3 provisions as defined in Section 8.43 (Section 3 of the Housing and Urban Development Act of 1968, As Amended) in Sample Standard Contract. Further, Proposers are required to comply with the requirements under the said provision for the term of any contract awarded pursuant to this solicitation. Prospective bidders/proposers should carefully read the information including Contract Notices, Section 3 Provisions for Housing and Community Development Assistance and Public Housing Assistance, as Applicable. Proposals that fail to comply with the requirements of Section 3 will be considered nonresponsive and excluded from further consideration. As a Federally assisted construction contract, and the Federal Labor Standards Provisions outlined in the enclosed HUD1040 form, including the prevailing wage requirements of the DavisBacon and Related Acts (DBRA) will be enforced. The Contractor's duty to pay State prevailing wages can be found under Labor Code Section 1770 et seq. and Labor Code Sections 1775 and 1777.7 outline the penalties for failure to pay prevailing wages and employ apprentices including forfeitures and debarment. The current Federal Wage Decision is the one in effect 10days prior to the bid opening and can be found online at SAM.gov | Wage Determinations In the event of a conflict between Federal and State prevailing wage rates, the higher of the two will prevail. Please note that the federal wage decision is referenced in Exhibit E and may be updated via an addendum to the bid package prior to bid opening. The City reserves the right to reject any or all bids and to waive any informality or irregularity in any bid received and to be the sole judge of the merits of the respective bids received.
