Description

The La Joya Independent School District is soliciting competitive sealed proposals from qualified sole proprietorships, partnerships, corporations, or other legal entities to provide construction services for the "La Joya ISD ESSER Funds Inclusive Playground Equipment Phase II" located at Sam Fordyce Elementary, Tabasco Elementary, JFK Elementary, Clinton Elementary, Pena Elementary, Flores Elementary, Leo Elementary, and Benavides Elementary Schools. The School district has selected Iza guirre Engineering Group LLC to prepare construction documents for this project. The request for competitive sealed proposals that includes construction documents, selection criteria, estimated budget, project scope, schedule. All prospective proposers will be required to deposit a certified or cashier's check or bid bond payable to La Joya ISD as a guarantee of the safe return of the construction documents made part of the request for proposals. The deposit will be for the sum of $100.00 per set. The sum will be refunded upon the return of the complete set of construction documents within the five (5) days after the deadline for submission of proposals. A Bid security in the amount of 5% of the largest possible total of proposals submitted must accompany each proposal in accordance with the Instructions to Bidders. Performance and payment bonds for 100% of the contract value will be required upon issuance of contract. The selection criteria for competitive sealed proposals shall be the offer or 1. The purchase price 35 2. The reputation of the vendor and of the vendor's goods and services 5 3. The quality of the vendors goods or services. 10 4. The extent to which the goods or services meet the District's needs 12 5. The vendor's past relationship with the District 1 6. The impact on the ability of the District to comply with laws and rules relating to historically underutilized businesses (consideration) 7. The total long term cost to the district to acquire the vendor's goods or services (service, supplies, maintenance, etc.), total cost of ownership 7 8. Environmentally Sensitive 2 9. Delivery Requirements 7 10. District Community Involvement 3 11. Company or local representative involved in litigation against a school district 6 12. Other relevant factors specifically listed in the solicitation 12 Maximum Points 100. No proposal shall be accepted after this deadline. Each proposal is to be submitted in a sealed envelope which is clearly marked: "La Jaya ISD ESSER Funds -- Inclusive Playground Equipment Phase II" Each proposal which is not signed by the offer or or an authorized representative of the offer or shall be rejected. Within 45 days after the date of the opening the proposals, the District shall evaluate and rank each proposal submitted in relation to the published selection criteria. The District shall select the offer or that offers the best value to the district based on the published selection criteria and on its ranking evaluation. The District and its Architect/Engineer may discuss with the selected offer or options for cost reduction. If the District is unable to reach a contract agreement with the selected offer or, the District shall terminate further discussions and proceed to the next offer or in the order of the selection ranking until a contract agreement is reached or all proposals are rejected. Attention of proposer is particularly called to the fact that not less than the federally determined prevailing wage rate (Davis Bacon Act), as issued by the US Department of Labor and as set forth in the contract documents, must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, marital status, handicap, or national origin. In determining best value for the district, the District is not restricted to considering price alone, but may consider any other factor stated in the selection criteria.
