Description | As of September 12, 2022 a site contractor has been awarded. Site work is expected to start October 2022. Vertical construction is expected to start fourth quarter 2023. __________________ The scope of work includes the construction of a new electric vehicle factory located on the North side of Interstate 20 between Highway 278, Darell Drive, and Old Mill Road, in Walton County, Morgan County, and the City of Social Circle, GA Rough Grading Phase 1A & 1B of Stanton Springs North (Rivian) Pre-Proposal Conference: A Mandatory Pre-Proposal Conference will be held at 2:00 PM, June 23, 2022, at the Georgia BioScience Training Center located at 320 Shire Parkway, Social Circle, Georgia 30025. Failure to participate may, at the discretion of the Owner, be cause for rejection of the proposal The Joint development Authority and physically received by it at the Newton County Industrial Development Authority offices located at 2105 Lee Street SW, Covington, Georgia, USA 30014, no later than 2:00 p.m. on July 11, 2022 Description of Requested Services: Preparation of an approximately 500-acre pad, including but not limited to clearing, grubbing, grading, and limited storm drainage. Plans and Specifications for the Project are open to inspection at the offices of the Newton County Industrial Development Authority, 2105 Lee Street SW, Covington, Georgia, USA 30014, at the offices of Development Authority of Walton County, 132 East Spring Street, Monroe, Georgia, USA 30655, and at the offices of the Morgan County Chamber of Commerce /Economic Development Office, ATTN: Bob Hughes, 118 North Main Street, Madison, GA 30650 Documents & Plans will be available via hard copy upon payment of $100.00 (plus shipping charges as applicable). Payment must be received before plans are printed. This payment is nonrefundable. Electronic documents will be available as well. Offerors may email Jason Chambless at chambless.j@tandh.com to request electronic copies of documents. Scope of Work: The work to be awarded includes construction of the Project as described in the RFP and the Plans and Specifications. Pre-Proposal Conference: A Mandatory Pre-Proposal Conference will be held at 2:00 PM, June 23, 2022, at the Georgia BioScience Training Center located at 320 Shire Parkway, Social Circle, Georgia 30025. Failure to participate may, at the discretion of the Owner, be cause for rejection of the proposal. Basis for Award: The Owner will evaluate proposals from "responsive" and "responsible" offerors (as defined by the Act) using certain evaluation factors designed to identify the most advantageous proposal as determined by the Owner, all as more particularly described in the RFP. Proposal Process: Proposals must be in a sealed envelope addressed to The Joint Development Authority and physically received by it at the Newton County Industrial Development Authority offices located at 2105 Lee Street SW, Covington, Georgia, USA 30014, no later than 2:00 p.m. on July 11, 2022, at which time the proposals submitted shall be privately opened. The Proposal shall be marked with the project title, and name and address of Offeror, and accompanied by the Proposal security and other required documents. All proposals shall be submitted on forms provided by the Owner or as otherwise indicated in the RFP and shall be evaluated and otherwise governed by the terms and provisions contained in the RFP. Copies of such documents are available upon request from the Owner. When obtaining the RFP, the offeror must provide its name, address, and email address to which any Addenda to the RFP can be sent. Offerors will be required to honor their proposals for a period ending 60 days after the Owner opens the proposals; provided, however, that if an offeror is not selected within 60 days of opening the proposals, any offeror that is determined by the Owner to be unlikely of being selected for Contract award shall be released from its proposal. However, it is expected that an award will be made no later than sixty (60) days following opening of the sealed proposals unless the Owner elects to reject all proposals Proposal Bond: Each offeror must include with its proposal a proposal bond complying with the Act, in form prescribed by the RFP, in an amount equal to at least ten (10%) percent of the total contract price indicated in the proposal to be submitted. The proposal bond must be issued by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." In lieu of the aforesaid proposal bond, the Owner will accept a cashier's check, certified check or cash in said amount, payable to and for the protection of the Owner. Any proposal submitted without said proposal bond or an approved alternate security shall be ineligible for consideration and shall be returned to offeror. Modification: Subject to O.C.G.A. 36-91-20(d) and other provisions of the Act, the Authority reserves the right to issue addenda to and otherwise modify the RFP at such time(s) and in such manner as it deems appropriate |
