Description | The Project or Work consists of tree and debris removal, general earthwork, asphalt pedestrian trails, asphalt multi-use trails, timber framed boardwalk structures with timber pile driven supports, trailhead signage, asphalt parking area, scenic overlooks and seating, storm sewer pipes, storm sewer structures, stormwater outlet protection structures and a stormwater wet pond. These facilities are intended to extend the existing trail network at Riverview Farm Park, provide access to river views, and connect to Menchville Marina. Procedures for submitting a Bid, claiming an error, withdrawing of Bids and other pertinent information are contained in the Instructions to Bidders. HRSD reserves the right to reject any or all Bids, waive any informalities, or negotiate with the low Bidder as described in the Instructions to Bidders. A Bid Bond in the amount of 5 percent of the Bid shall be submitted electronically with each Bid. Contractor registration in accordance with Title 2.2, Chapter 43 and Title 54.1, Chapter 11, Code of Virginia is required. This Project has partial funding for the 8-foot-wide pedestrian trail inclusive of Work in and around the area necessary for this trail's installation, being provided by the Recreational Trails Program (RTP) of the Federal Highway Administration (FHWA) administered in Virginia by the Department of Conservation and Recreation (DCR) and must be undertaken in accordance with the RTP guidance FHWA and with 2, 23, and 49 of the Code of Federal Regulations (CFR). All Project contractors, suppliers, vendors, and project equipment and materials are subject to the Commonwealth of Virginia's construction procurement requirements, the Presidential Executive Order No. 11388, and the federal requirements outlined in form FHWA 1273, as well as other applicable state and federal procurement regulations. Bidders shall certify that they do not and will not maintain or provide for their employees any facilities that are segregated on basis of race, color, sex, or national origin. Bidders shall comply with the Bipartisan Infrastructure Law requirements and Buy America requirements. |
